Apply a full stack document by name (declarative upsert)
Name-addressed declarative whole-document apply. Stack identity is the
name in the request body (unique per project). If a stack with that name
exists in the project it is reconciled exactly like the id-addressed apply
(resources and connections not present in the body are deleted, volumes
are add-only); otherwise the stack and its children are created
atomically after full validation. Idempotent — clients need not know
whether the stack already exists.
